Book*Flannagan, Leonard John, Melbourne, a native of Richmond, Victoria, son of the late Mr. John Flannagan, an architect of nearly forty years' standing, was educated at St. James' grammar school. He is a member of the Victorian Institute of Architects, and entered his articles with his father in 1880. In 1885 he commenced business for himself as architect and surveyor, which he now carries on at 75 Chancery-lane. Mr. Flannagan was awarded the third prize in tho competition for Grace Park, Hawthorn, and has erected a number of private residences in the suburbs. His father, the late Mr. John Flannagan, was very successful in competitive designs, chief among which was the one for the Eastern Market, while for the Bank of Victoria and tho National Bank of Austalasia he received second awards, and many other first prizes.1

Death-Notice*10 Nov 1945 Mr Leonard John Flannagan, whose death occurred recently at the age of 81, at the time of his retirement was the oldest practising architect in Melbourne, having taken over the practice of his father, the late John Flannagan, in 1881. He was for many years one of three architects for the Metropolitan Board of Works. He was a former councillor and president of Mornington Shire. Mr Flannagan is survived by a widow and two children-a son, Leonard Noel, and a daughter, Doris (Mrs Hartridge).6

Book*Dobson, Hon. Frank Stanley, B.A., LL.D. (Cam.), F.L.S. (Lon.), M.L.C., is a son of the late Mr. John Dobson, of Hobart Town, Tasmania, but formerly of Carrhill Hall, Durham, England. He was born in Tasmania in 1835, and was educated first at the Hutchins' school there, and then at St. John's college, Cambridge, where he graduated as B.A. in 1858.
He was called to the bar (Middle Temple) in 1860, and coming to Victoria, engaged in the practice of his profession at the common law bar, and was appointed law lecturer at the Melbourne university in 1863. He has been a member of the Legislative Council from 1869 up to the present time, and has been for several years chairman of committees in that body, Solicitor-General in the ministry of Sir Bryan O'Loghlen from 1881 to 1883. He is a Fellow of the Linnean society, member of the Oxford and Cambridge club, Pall Mall, an official visitor of the Melbourne Observatory, a Trustee of the Melbourne Public Library, an M.A. of the University of Melbourne, an examiner in French and German in that body, and ex-president of the Field Naturalists' Club of Victoria. He was for some years the representative for Belvoir in the Church of England assembly.1

Frank Stanley Dobson (1835-1895), lawyer and politician, was born on 20 April 1835 in Hobart Town, the second son of John Dobson, a solicitor from Durham, who migrated to Van Diemen's Land in 1833, and his wife Mary Ann, née Atkinson; he was a brother of Sir William and half-brother of Alfred and Henry. His childhood was spent mainly at his uncle's house in the Tasmanian midlands and at Hutchins School. When Governor Sir William Denison was transferred to New South Wales Dobson went with him as tutor to his sons. He travelled with the family to England, and in 1856 entered St John's College, Cambridge (B.A., 1861; LL.B., 1860; LL.M., 1864; LL.D., 1870). He was admitted to the Middle Temple and called to the Bar in 1860. He returned to Australia and settled in Melbourne, was called to the Bar in 1861 and started a practice in Common Law. He became an examiner in French and German at the University of Melbourne and in 1863 was appointed lecturer in law. When his appointment was announced, one newspaper objected that 'being a good flute player is not a qualification for a law lectureship', but his close connexion with the university was retained for thirty-two years. He also became a Queen's Counsel in 1887.
Dobson's great interest was in the law of procedure, the law of wrongs and the law of obligations. For several years he was a certifying barrister to the Victorian Friendly Societies but in 1869 resigned. He was elected to the Legislative Council for the Southern Province in December 1870. When the Reform Act of 1880 enlarged the council, he represented the South Eastern Province and held the seat until 1895. He was several times offered a portfolio but refused until 1881 when Sir Bryan O'Loghlen persuaded him to take office as solicitor-general. In 1883-95 Dobson was chairman of committees, where his knowledge of constitutional law and parliamentary procedure was very useful. His activities were wide ranging. He was a member from 1880 of the royal commission on the promotion of technological and industrial instruction, a trustee of the Melbourne Public Library and National Gallery and in 1884 president of the Field Naturalists Club of Victoria. He became a fellow of the Linnean Society and an enthusiastic member of the Victorian Acclimatisation Society. For some years he represented Belvoir in the Church of England Assembly. He died at his home in South Yarra on 1 June 1895.
Dobson was married three times: first, at Christ Church, Hawthorn, on 27 June 1863 to Adelaide Whitehurst, who died on 24 August 1865; second, on 6 June 1871 to Edith Mary Carter, who died on 6 April 1874; third, at St David's Cathedral, Hobart, on 15 April 1879 to Henrietta Louisa Sharland, who survived him. His only children were a daughter who died in infancy and a son, Frank Temple, who graduated from Melbourne and Cambridge and became a solicitor in Melbourne.9

    A BARRISTER SUING FOR HIS FEE
    In the County Court this morning, James Fullarton, barrister, sued James Scott, a solicitor, for the recovery of L34 11s 6d, for professional fees.
    Mr Kelleher appeared for the plaintiff, and Mr Furlonge for the defendant. The plaintiff deposed that the defendant had employed him to move for a rule nisi in the matter of Baker v Baker in the Equity Court, to show cause why a caveat lodged by the defendant should not be set aside, and probate granted to the executrix, Mrs Baker (for whom the plaintiff through Mr Scott was acting.) Plaintiff asked about the fee, and Scott said "Oh, that is all right," and offered to give him a guinea on account. There was some difficulty about the case ; and after an adjournment it lasted three days. Mrs Baker had said to witness after the case was finished, "Mr Scott will pay you your fee." Scott offered witness L25, and said he would give him his I.O.U. for it. Witness said "I would not take your I.O.U. for a penny."
    Cross-examined by Mr Furlonge : Witness had received altogether L6, out of which he had given L1 back to Mr Scott, when his wife died.
    He had kept no account.
    Mr Furlonge : When was this account paid ?
    Witness : I do not remember.
    Mr Furlonge : In this account that I hold in my hand, yon have charged L45 13s.
    Witness : Because I charged for four days (including the adjournment) I afterwards only charged for three days.
    Mr Furlonge : You knew all along that Mr Scott was acting for Mrs Baker.
    Witness : Yes.
    Mr Furlonge asked for a nonsuit, and quoted authorities to show that a barrister could not sue a solicitor for fees.
    His Honor said the case was a very novel and important one. It was a quarter of a century since such a case had come before the Court.
    The last case he remembered was when Milner Stephen sued an attorney. He thought in this cast there was evidence to go to a jury. There was evidence that the plaintiff had done the work, had been promised that he would be paid, and therefore was entitled to be paid.
    James Scott, attorney, the defendant, who stated that in June, 1885, he mentioned to Mr Fullarton that he wanted him to apply for a rule nisi. He stated that the estate only amounted to L450, and he would be paid reasonable fees.
    He particularly mentioned this, because Mr Fullarton had previously charged an exorbitant fee. Ha had paid him altogether L8 4s 6d for his work in connection with the case. He thought Mr Fullarton was only entitled to L17 6s, and therefore there was now a balance of L9 1s 6d then owing. That had been offered and refused. He had never promised to pay Mr Fullarton L25.
    To Mr Kelleher : Witness thought the fees he had mentioned very reasonable in an estate of L450.
    Mr Kelleher : Are yon in the habit of paying your fees if you can get out of them ?
    Mr Furlonge : This is a most impertinent question, and I object.
    His Honor : There is nothing unfair in it.
    Witness: No barrister can say that I ever failed to pay him his fees.
    Mr Kelleher : I believe the barristers do not care for your patronage much.
    Witness : I can get the best of the bar.
    Mr Kelleher : Did you not sue a poor widow for two guineas the other day?
    Witness: Yes.
    Mr Kelleher : Did not the jury tell you that they did not believe a word you said, and you were nonsuited.
    His Honor: Whatever .... [remainder missing]4
