Printing the Village Bell is no small undertaking. Usually 730 copies are attempted and several editions have run into 20 pages. We have been most fortunate in having the co-operation of the Head Master of Pakenham High School, Mr. Russell Williams, who has kindly permitted the use of the school offset printing machine. The printing is done by volunteer labour, some of which is highly skilled in printing and without the help of staff members Mr. Bill Grubb and Mrs. Ruth Cox progress would have been much slower. The Association has written to Mr. Williams and sent a small Christmas present to Bill and Ruth expressing our appreciation of their help.7 
Village BellDec 1981 CHANGES AT PAKENHAM HIGH
Congratulations to Mr. Russell Williams on his appointment as Principal of Dandenong High School. For some years Pakenham High has had an excellent reputation for good education and this is certainly in good part due to the energy, enthusiasm, and excellent leadership shown by Mr. Williams, whilst Principal of the school. We wish him well in his new position. Mr. and Mrs. Williams will continue to live in Upper Beaconsfield.
Parents of children at the High School will be particularly sorry that Mr. Williams is leaving but there is some good news. Mr. Rowley Harman, Deputy Principal, has been appointed Principal of Pakenham High School and intends to continue the Schools' traditions. He has been at the School for a number of years.8

Village Bell*Dec 2007 A new Justice of the Peace
In June 2007, Russell Williams of 33 St Georges Road Upper Beaconsfield, became a JP. Justices of the Peace are respected citizens who are entrusted by their community to take on special responsibilities within the legal system.
Russell and his wife Fay moved to Upper Beaconsfield at Christmas 1973, when Russell was appointed principal at Pakenham High School. He worked there for 8 years, and then served 5 years as principal of Dandenong High School.
In the years since retiring, Russell has been involved in community projects, playing and teaching bridge, and producing a newsletter for the Berwick Bridge Club. Russell served on the editors committee of the Village Bell, and was an excellent proofreader.
With the growing population of Upper Beaconsfield, there is a need for another Justice of the Peace to ease the workload for Keith Ewenson, our long standing JP. Russell, with Keith’s support and recommendation, applied to become a JP and was successful.

Russell was born in Maryborough in 1929 to school teacher Arthur Williams and his wife May. Russell was one of five brothers. He married Fay Wright of Coburg and they had three children, one son and two daughters.
In 1974 the family moved to Upper Beaconsfield. An ardent Carlton Football Club follower, Russell was a member of the MCG for 55 years, and was a Life Member and Hall of Fame member of the Coburg Cricket Club.
Russell was well known in Upper Beaconsfield, he was Principal of Pakenham High School for eight years and Principal of Dandenong High School for five years until retirement in December 1986.
20 years ago Russell joined the Berwick Bridge Club, and was President for some time. He was a strong and competitive player, winning many competitions. In the early days of the Village Bell, Russell, as headmaster of Pakenham, kindly allowed the use of the school’s offset printer.
Russell served on the editors committee of the Village Bell in the 1990s and was an excellent proof reader.
Russell had fi ve granddaughters and five great grandchildren. His services to the community of Upper Beaconsfield as Justice of the Peace will be missed and he is mourned by his family, many friends and fellow bridge club players.10

FANKHAUSER.-The Funeral of Mr VICTOR LESLIE FANKHAUSER will leave his home, Highbury Road, East Burwood, on MONDAY, after a service commencing at 2 pm for the Box Hill Cemetery.6 
Anecdote*1962John BELLAIR writes: We saw an advertisement on Saturday morning in “The Age” of a house that we thought might suit us at Upper Beaconsfield and we rang up the agent who was George Thomson. We went to see this house which was owned by people called Stapledon, further along St Georges Road. It wasn’t quite what we wanted and coming back we saw “Applecross” through the trees. Joan said to old George Thomson, “There you are Mr Thomson, that’s the kind of house we want.” So we drove in the driveway because Thomson said, “That’s extraordinary because the owner died yesterday.” Now what had happened was that Mr Fankhauser had lived there for only a fortnight and he contracted pneumonia. He was sent down to St Andrew’s Hospital and after about three days there he thought that he was very much better so when no one on the nursing staff was looking he got his clothes out of the wardrobe and walked out of the Hospital. It was raining and without a raincoat he got wet through and in a couple of days time he found himself back in the hospital, where he died. That was very sad because he was evidently a very nice man and he planned his retirement at “Applecross” and had all sorts of ideas of what he was going to do with the garden and the house.
So anyway, I said to George Thomson after we had looked in the windows as there was nobody there and just got an idea of the house, “Look, George, ring up the son, (whom I met afterwards, Eric Fankhauser) and offer him what he paid Kilvington plus his legal expenses and stamp duty and that sort of thing.” So George did that and we became the owners of the house that evening. Eric Fankhauser was very glad to have the whole thing over and done with without losing any money and without having any bother or any worry.7

  • 21 Feb 1983: Management shake-up at APPM
    MELBOURNE. — The North Broken Hill takeover of Associated Pulp and Paper Mills has claimed its first casualties, with a shake-up of the struggling paper group's board and senior management.
    Earlier this week North BH declared its $70 million bid for APPM free from all conditions after reaching just under 90 per cent of the company's capital. Yesterday, APPM announced the resignation of all its non-executive directors except the North BH managing director, Mr Lawrence Baillieu.
    The -long-serving APPM managing director, Mr Wilfred Thornton, has also announced his retirement. Mr Thornton was apparently planning to retire in February 1984, but the takeover has brought this forward by 12 months. The North BH strategy appears to be to streamline the APPM management structure. Among the six non-executive directors to resign yesterday was Mr L. M. Jarman, North's own chairman.
    Two of APPM's brightest executives. Mr Peter Wade and Mr Bill Paisley, have been promoted to the senior executive positions of general manager and deputy general manager respectively.
    Mr Wade, who was previously finance director, joined APPM as finance manager in 1974 after holding down similar positions at Volkswagen Australia and Beecham (Australia).
    Mr Paisley has a background of lengthy nnd extensive experience in the paper industry. He was originally brought to Australia by Wiggins Tenpe to run the Shoalhaven mill in Tasmania before it was sold to APPM in 1970. Mr Paisley is technical and development manager for the group.
    Mr Thornton's early retirement ends a nine-year stint as APPM managing director. During that period APPM experienced sustained growth, with profit increasing from only $2,6 million in 1976 to a peak of $20,45 million in 1981. In the last few months APPM's financial position has deteriorated at an accelerating rate.15
