Harse, the MO in Port Moresby, resigned in March 1929. He was replaced by Giblin, who moved from Samarai. David Herbert Lewis, a graduate of the University of Sydney who undertook his residency at Sydney General Hospital, was recruited for Samarai." He was married and his wife accompanied him. He seems to have been well regarded as his file has the comment, 'appears to be a good type ... Satisfactory references from Drs Winston and Duggan'."
Robert Baynes Allen was the travelling MO in Papua from 1925 to 1928. He had qualified from St Mary's in London (1895) and held various appointments over twelve years in England. In 1907, he travelled to the Cook Islands after contracting influenza. In 1922, he took a position as MO in the phosphate-rich French Pacific Island of Makatea. He was in his mid-fifties and single. While working in Papua, he applied for employment in New Guinea—probably attracted by the higher salaries available. He obtained a posting in Salamaua, where the gold rush was in full swing. His application for further employment in Papua was rejected in 1928—the reason given was 'not suitable for Papua'. He also tried to gain a post as MO at Wau, but tried to falsify his age, which was recorded on his file. He died in 1929 in Salamaua, and at the time of his death, the whereabouts of his next of kin were unknown." NAA A518, G852/1/4.
Recruitment difficulties
The 1920s saw persistent difficulties with recruitment, and the archive files are full of missed deadlines for advertisements, resignations, crises, and appointments made but later declined. Those eventually employed were a 'mixed bag' of people from the highly motivated and competent to the more maverick and unreliable. In 1927, Raymond Victor Rickard, a 1924 graduate of the University of Sydney, underwent appendectomy while in Australia on leave and, although later physically fit to resume service at a time when the administration was actively seeking MOs, his redeployment was declined. However, he went on to become a surgeon. James Fraser Boag was dismissed from the service in 1928 despite shortages—he had only been recruited a few months earlier from the SS Montoro.
At the end of 1930, E. J. Ryan was forced to resign after returning from leave with a child suffering from measles, which he had failed to declare to the quarantine officer before returning to Salamaua. He had put the whole Territory at risk by his disregard for regulations.
Robert Baynes Allen (p. 134] was already at his retirement age when he took up the position in Salamaua in 1928. He died in post the following May.6

    Administration Ordinance 1913-1926, notice is hereby given that all creditors and other persons having any claims upon or against the estate of ROBERT BAYNES ALLEN, late of Salamoa, in the Territory of New Guinea, Retired Medical Practitioner, who died at Salamoa aforesaid, on the second day of May, 1929, and an Order to administer whose estate was duly granted to The Public Curator of Papua on the sixteenth day of August, 1929, are hereby required to come in and prove their claims before the said Public Curator, at the Central Court House, Port Moresby on or before the twenty-third day of November, 1929, after which date the said Public Curator will proceed to distribute the assets of the said ROBERT BAYNES ALLEN amongst the parties entitled thereto having regard to the claims of which the said Public Curator has then notice.
    Dated at Port Moresby, this nineteenth day of August, 1929: L. V. BROSSEY, PUBLIC CURATOR.11
